Romney believes education decisions should be transfered from a national level to a local level. At one point Romney had said he wanted to eliminate the Department of Education but no longer supports that. Romney proposes cuts to Head Start funding. "Education has to be held at the local and state level, not at the federal level. We need get the federal government out of education... And as president I will stand up to the National Teachers Unions." Romney supports performance-based pay for teachers, raising salaries for high-performance teachers. He thus supports No Child Left Behind. "we should insist that teachers get evaluated and that schools have the opportunity to see which teachers exceeding and which ones are failing and that teachers that are not successful are removed from the classroom."
Romney has also proposed to give students in the top 25% of their class free admission to four year state universities. During Romney’s tenure, Massachusetts scored first in national test scores for education. However, the state was already at or near the top in education before Romney took office.
